Harb told Mawazine News that “The President of the Republic may dissolve Parliament, and this is what the President of the Republic stated with his second statement that the Prime Minister submitted a request for dissolution in order for the President of the Republic to approve it without Parliament interference and not vote according to the authority of the President mentioned in Article 64 of the Constitution because the statement of the former President about dissolving Parliament itself did not find heed permission, Therefore, a new statement was issued, including his intention to dissolve Parliament and to use its constitutional powers contained in Article 64 of the Constitution to dissolve Parliament, especially since all matters related to the elections are solved issues, as the previous election law is still in effect, so we do not need a new law and the Commission is only we want Parliament to legislate a law By a simple majority, it includes a mechanism to complete the quorum of the Supreme Court by specifying a method for appointing a person to replace resigned judge Muhammad Rajab al-Kubaisi, that is, to amend (the order) Law 30 of 2005, knowing that the amendment requires only 83 deputies when the quorum of Parliament is complete, with only 165 deputies.
He added, “The dissolution of Parliament, whether through the parliament’s vote on the dissolution, or the dissolution of Parliament by the authority of the President of the Republic if he asked the Prime Minister to dissolve Parliament and he responded to his request, and issued a Republican Decree to dissolve Parliament, which entails the transformation of the government from a full-fledged government to a caretaker government.
