The Karkh Investigation Court for Integrity Issues issued an arrest warrant with travel bans and seizure of a member of parliament’s property.

The speaker of the House of Representatives, Mohammed Halbousi, decided during the legislative recess last summer to lift the immunity of MP Talal Zobaie in response to a request from the prosecution, because of corruption charges against him.
According to a document, Halbousi agreed to lift the immunity of Zobaie on August 19, “due to the many complaints received by us on corruption charges against him during his tenure as chairman of the former parliamentary integrity committee,” calling on “the Supreme Judicial Council to take the required action against Zobaie and call the complainants to review the courts.” .
A document showed that the Public Prosecutor’s Office asked Halbousi to lift the immunity from Zobaie in the case of “the complainant [Amjad Nazir] owner of Shurooq Al Anwar General Trading Company blackmailed by the deputy and the court decided to bring [Zobaie] in accordance with Article 308 of the Penal Code To approach the President of the Council of Representatives to consider lifting his immunity in order to refer him to the competent court in accordance with the provisions of Article [63 / II / B] of the Constitution of the Republic of Iraq. ”
Al-Zobaie considered lifting his legal immunity “as a legal violation by al-Halbousi and exceeding his constitutional powers, and that the decision is not intended to apply the law as much as to liquidate opponents and opponents of al-Halbousi and expresses retaliatory behavior rather than a practice of legislative work.”
He stressed that “this position Halbousi started purely for personal reasons after we explained to public opinion the direct reason for the failure of the work of parliament in the first legislative chapter and we expected to repeat the current legislative session because the President does not have the legal expertise to manage the sessions of parliament; or background necessary on the rules of procedure and the Constitution.” .
In July, the head of the Supreme Judicial Council, Faeq Zidan, called on the Iraqi Council of Representatives to lift the immunity of its members “accused of corruption cases” while they are in executive duties and the number of 21 deputies.
