Iraq - Will the Sudanese government succeed in overcoming the obstacle of corruptionThe new Iraqi Prime Minister, Muhammad Shia Al-Sudani, officially took over his duties from his predecessor, Mustafa Al-Kazemi, amid unlimited political support and support, produced by the fact that the leaders of the parties participating in last October’s elections obtained their share of ministerial representation, based on the principle of quotas adopted in Distributing the spoils of power in Iraq since 2003.

The form of the new government did not differ from its predecessors, as it is the product of the traditional “consensus” mechanism, contrary to what the leader of the Sadrist movement, Muqtada al-Sadr, called for, to form a “national government” with a parliamentary opposition.
Although Al-Sudani takes over the administration of the Iraqi government, at a time when the country enjoys financial abundance resulting from the measures to raise the price of the dollar against the Iraqi dinar, as well as the rise in international oil prices, which has achieved funds estimated at about 85 billion dollars, deposited in the state treasury, but these funds may open appetite “Corruption” is more important, which Al-Sudani has placed among his government’s priorities.
In addition to fighting corruption that erodes the body of the Iraqi state, Al-Sudani pledged that his government would be a “service government” concerned with providing job opportunities and revitalizing the poor classes and segments.
The Iraqi political forces are counting on the Sudanese government to calm the street and its public alike, following a political debate and a “blockage” that has lasted for more than a year – since the elections last October.
The Iraqi political analyst, Wathiq Al-Jabri, told Al-Quds Al-Arabi that “the political forces are now facing great pressure from the Iraqi street, and this pressure reaches their masses who expect that this government will have achievements on the ground, especially after it has been called a government of service or a government.” Achievement,” noting that “the Sudanese is determined to directly supervise the ministries and prevent parties from interfering in their work.”
He explained that “the coordinating framework announced that the Sudanese would be given the freedom to choose his cabinet himself, based on the distribution of ministerial portfolios to the parties through points, a step calculated for the framework and prompting the rest of the forces to follow suit.”
Al-Jabri mortgaged the success of the Sudanese government to “the extent of the cooperation of the political forces, in light of the unprecedented support for all political forces, as well as the regional and international support for the Sudanese government.” There is hope for her, but not at the required level.”
He pointed out that there are “big obstacles” standing in the way of the new government, including “overlap in files, and the presence of major corruption files that may be revealed in the next stage,” stressing the need to “change the minister’s tools. The defect is not only in the hierarchy of the ministry, but in the tools that work from general managers and special degrees.”
And the Iraqi political analyst called on the new prime minister, Muhammad Al-Sudani, “not to rely on the reports submitted by the official, but to deal with them in a realistic manner.” The Prime Minister should see directly the nature of the achievement, pointing out that it is necessary to “set legal time limits for projects, while stressing the importance of not exceeding it under any pretext.”
He believed that «the stability of the government reflects political stability. In the event of the success of the Sudanese government, it will establish a new stage in the administration of the Iraqi state,” he explained, explaining that “the Sudanese are not solely responsible for the success or failure of his government, but rather all political forces, despite the fact that he owes the bulk of his response to this difficult scene.”
Immediately after Al-Sudani presented the ministerial curriculum to his government, last Thursday night, Parliament Speaker Muhammad Al-Halbousi said that several “formal and objective” remarks were recorded on the curriculum of Prime Minister Muhammad Shia Al-Sudani.
Al-Halbousi noted, “The formation of a parliamentary committee headed by the Deputy Speaker of the House of Representatives and the membership of the Parliament’s Legal Adviser and a number of general managers to study the ministerial curriculum presented,” noting that “there are several formal and objective observations regarding the ministerial curriculum, especially service files and the government’s pledge to submit draft laws to the Legislature”.
Al-Halbousi expressed his wishes for success to the Prime Minister in performing his work and providing service to the people, pointing out that the Sudanese ministerial curriculum included holding provincial elections in the tenth month of next year 2023.
Among other criticisms of what was included in the Sudanese government’s ministerial curriculum, was what the Turkmen Front held regarding the file of the disputed province of Kirkuk between Baghdad and Erbil.
While the Turkmen parliamentary bloc confirmed its support for the paragraphs related to reform in the services file and the elimination of the corrupt in the ministerial curriculum, it expressed its reservations about voting in favor of the paragraphs related to the “administrative and security future” of the Kirkuk governorate.
The bloc said in a statement: “With the warmest and most sincere congratulations, the Turkmen Parliamentary Bloc congratulates Muhammad Shia Al-Sudani, on the occasion of his government gaining the confidence of the House of Representatives, and also congratulates Thabet Bashar Al-Abbasi on the occasion of his assumption of the position of Iraqi Minister of Defense” for being a Turkmen component.
She added that she “emphasizes her support for the paragraphs related to reform in the services file and the elimination of corrupt people in the ministerial curriculum, but she expressed her reservations about voting in favor of the paragraphs related to the administrative and security future of Kirkuk Governorate and the rest of the disputed areas, as these sensitive and important paragraphs have been listed based on On the agreement between the Sunni, Shiite and Kurdish political blocs, and because there is no Turkmen representative negotiating in the agreement, any legal obligation does not entail the Prime Minister in implementing it as a platform.”
She pointed out that “just as it was in the forefront of the defenders of our people, it will be sincere by referring to the positions of the blocs, forces and leaders that defended our rights and the consolidation of our presence, and we call on them to continue supporting the Turkmen component to obtain the position of Vice President of the Republic, a ministerial portfolio, deputy ministers, independent bodies and general managers.”
And she concluded by saying: “Together for a united Iraq in which the Turkmen will receive their due, we will not give up our land and we will remain honorable with principles and positions for the security of Iraq and the safety of its people.”
