Former MP Mohammed Ibrahim stressed on Tuesday the importance of resolving the amendment of Article 12 of the financial budget as an introduction paving the way for the legislation of the oil and gas law.
Ibrahim said in an interview with /Al-Maalouma/ agency, “There were seven laws included in the government program that parliament voted on after the formation of the government, and only two of them were enacted, while the other laws remained suspended, including the oil and gas law.” He indicated that “this law cannot be passed at the present time because the Kurdistan Regional Government is facing major difficulties in overcoming the obstacle of amending Article 12 of the budget law related to the costs of producing and exporting oil from the Kurdistan Region, which overlaps with the oil and gas law.”
He added that “this matter leads to the failure to create the appropriate conditions and climate within the House of Representatives to legislate the oil and gas law, despite its importance and the need to legislate it for its positive repercussions on the economy, especially the oil-producing provinces,” noting that “the arbitration clause and the use of a specialized company to audit the costs of oil production in the Kurdistan Region paves the way for the oil and gas law.”
He pointed out that “the ongoing disagreements between political forces and parliamentary blocs within parliament over some laws and the failure to reach consensus to resolve them, and each party’s insistence on what it wants, may lead to postponing the legislation of the oil and gas law until the next parliamentary session.”
It is noteworthy that parliament will resume its sessions at the start of the new legislative term on January 9, while deputies confirm that the 2025 budget schedules have not reached them yet and that disagreements continue over amending Article 12 thereof.
