Khashan said in a statement that “Halbousi, speaker of the House of Representatives perjured, the constitutional oath, and deliberately violate the Constitution, not because it prevented a deputy elected by the people and the Federal Court ratified its membership by a decision binding and binding on all authorities only to enter the House of Representatives, has deliberately disrupted Article (52) Of the Constitution, which protects the right of the elector to choose his representative, and gives the Federal Supreme Court the power to control the validity of membership and to ensure this constitutional right. ”

He added that the Speaker of the Parliament “refrained from submitting objections to the validity of membership of members of the House of Representatives to the Council during the constitutional period specified by the first paragraph of the said article to be voted on the validity of membership or not in accordance with the same paragraph,” pointing out his violation to refrain from the presentation of appeals, He contravenes the decisions of the Federal Court, impeding the control of the Federal Supreme Court on the validity of the membership and guaranteeing the right of the voter to choose his representative.

Khashan accused Mohammed al-Halbousi of delaying “the implementation of the decisions of the Federal Supreme Court, allowing eight outgoing members to attend hearings and vote on laws and decisions, and prevent the verdict of the validity of their membership of the functions of membership,” pointing out that “three of the outgoing members are still carrying out the tasks of membership , Without having a status in the House of Representatives, and (Halbousi) still prevents three elected members from being sworn in. ”

He continued, “The President of the House of Representatives disbursed, salaries and allowances of protection and housing for the outgoing members contrary to the Constitution and the law and contrary to the recommendations of the Legal Department and contrary to the decision of the State Shura Council No. (131/2019), which was issued on the clarification of the House of Representatives on past financial abuses, and did not comply By the decision of the State Shura Council binding the clarifier, the House of Representatives, “noting that” the House of Representatives was unable to meet the funds spent in the previous session contrary to the law and contrary to entitlement, and the Council will not be able to recover the funds exceeded at this session. ”

He stressed, “This is a deliberate waste of public funds and deliberate damage to the interests and funds of the House of Representatives, and includes violation of the Constitution and financial breaches perjury constitutional, which included his commitment to the application of legislation and laws honestly and impartially.”

He concluded the election membership by saying: “Since it is inappropriate for the nation and the Iraqi people to be at the head of the legislative authority someone who perjures and violates the Constitution and committed financial irregularities, and that Article (92) of the rules of procedure of the House of Representatives provided for the exemption of the President of the Council after conviction of perjury As the actions of the Speaker prove both, I will file a lawsuit before the Federal Supreme Court on Sunday, September 27, requesting his conviction in preparation for his removal from office. ”
