At the outset of the session, which was devoted to discuss the demands of the demonstrators and the implementation of reform packages, Halbousi offered condolences on behalf of the council to the martyrdom of a constellation of peaceful demonstrators demanding their constitutional rights guaranteed by the Constitution, stressing the importance of increasing the momentum to proceed to protect the demonstrators and meet their requirements quickly without waiting, stressing the need for the Commander in Chief The Armed Forces shall have the right to preserve the lives of citizens and public and private property.
The council then read Surat Al-Fatiha to the martyrs who died during the demonstrations of civilians and security forces.
The Council voted on the basis of Article 142 of the Constitution to form a committee represented by its main components in Iraqi society, whose task is to report to the Council of Representatives within a period not exceeding four months to make a recommendation of the necessary amendments to the Constitution, provided that the amendments proposed by the Committee at once to vote on them. The amended articles shall then be submitted to the people for referendum within a period not exceeding two months, provided that the referendum is successful with the approval of the majority of voters if not rejected by two thirds of the voters in three or more governorates.
The recommendations provided for the exemption of the provisions of this article from the provisions of Article 126 relating to the amendment of the Constitution until the decision on the amendments provided for in this article.
The council voted on the names of the formed committee, which included MPs Mohammad Al-Ghabban, Faleh Al-Sari, Adnan Al-Zarfi, Nabil Al-Tarfy, Sabah Al-Saadi, Naeem Al-Aboudi, Mohamed Shia’a Al-Sudani, Rashid Al-Azzawi, Falah Hassan Zidan, Mohammed Tamim, Mohammed Al-Karbouli, Vian Sabri, Joan Ihsanem, Yonadim Kanna, Yousef Mohammad Sadek, Arshad Al-Salhi, Ammar Tohma and Saeb Khedr.
The Council also voted to dissolve the provincial councils in the province at the request of 192 deputies and based on article 20 of the law provincial councils amended No. 21, as well as a vote on the termination of the work of district and district councils in the provinces not organized in the province and local councils in Baghdad Date of vote.

The Council also voted on a resolution requiring the government to implement immediately the abolition of the combination of two salaries of beneficiaries of social justice laws, including the Rafha privileges.
The President of the Council announced that the Council will continue to hold its session until the Government sends a package of reforms announced by the Prime Minister and the stages that have been implemented.
The Council voted on the members of the Federal Public Service Council after the sending of the names by the Council of Ministers, which included ladies and gentlemen Mahmoud Mohammed Tamimi President and Lamia Mazhar al-Khalidi Vice President and members Sabah Nouri al-Mahyawi and Asma Shaker Ashour Abdul Hussein and Joan Ahmed Jamour and Arif Saleh Dulaimi.

The Speaker of the House of Representatives announced that the Presidency of the Council received requests to question the ministers of oil, electricity, industry, agriculture and finance, in addition to receiving a request to question the Prime Minister, pointing to the completion of legal procedures from the formal and substantive questioning of ministers of industry, oil and agriculture to be questioned in November Within timelines to be determined.
