The President of the Victory Coalition Haider Abadi 7 proposals for leaders of political parties and blocs.
Abadi said in a statement received by the agency [where] a copy of it that “in accordance with our positions, which began since the first day of the current crisis, we put in your hands the following proposals, hoping to agree on them in the exercise of national responsibility.”
1. The unity, stability and sovereignty of the State is a red line that must not be crossed under any circumstances to ensure that it does not slide into chaos. This guarantees the Constitution, the laws in force and the country’s supreme interests.
2. Bring perpetrators to justice, apologize to the people, release all peaceful detainees, stop stalking, and ensure compensation and rehabilitation for individuals and media institutions, while guaranteeing the right to peaceful protest and expression.
3. Form an independent judicial tribunal to resolve promptly, impartially and fairly all corruption files.
4. Calling for early parliamentary and local elections, provided that the ceiling does not exceed 2020, with the amendment of the current election law, and ensuring a fair electoral mechanism and the involvement of the United Nations to supervise and fair elections.
4. The present Government shall take quick measures to restrict arms to the State, criminalize any armed presence outside it, and undertake to disengage any political and military action.
5. The present Government undertakes to work to impose the law on all and to expose the rebels to the State, and to work under the Constitution and the laws in force to ensure the sovereignty of the State on its territory, wealth and national decision, including the correction of the relationship between Baghdad and the Kurdistan Region.
6. The present government shall do everything possible to contain the service and living crises of the people, especially the youth and the unemployed. The new elected government shall provide comprehensive reform packages for the administrative, economic, educational and developmental structures of the State according to the principles of effective governance.
7. The parties participating in the elections undertake to ensure the formation of independent governments, end the abhorrent quotas, activate the Federal Service Council, initiate the development of the necessary constitutional change paths, and develop a clear road map to lift the state from bankruptcy and disability due to rentier policy and going to vital economic diversification to provide job opportunities for youth and the unemployed.
