The former member of the Parliamentary Finance Committee, Abdul Hadi Mohan, confirmed that the law on emergency support for food security is considered an invalid law and cannot be applied by the caretaker government, pointing out that the new government could send it to Parliament for its legislation.
Mohan told Al-Maalouma, “The executive departments in the Ministry of Finance, as well as planning, the prime minister’s office, and the governorates cannot act or implement the emergency support law, as it is invalid and illegal.”
He added that “the Federal Court’s decision is clear and unequivocal about the emergency support law, where the caretaker government cannot implement it, but there is a possibility that the new government will send it to Parliament in order to vote on it and pass it.”
And he indicated that “Iraq needs funds to run its business, but it should resort first to forming the new government and then preparing the budget and voting on it instead of going towards a law supported by the Triple Alliance and rejected by the coordination framework.” finished 25
