Member of the Finance Committee, Jamal Cougar, Saturday (20 June 2020), revealed the government’s justifications for not sending the budget in 2020, noting that all the justifications are not convincing.

Cougar said in an interview with (Baghdad today), “The government has so far refused to send the 2020 budget, and this refusal means not implementing the government program, and contrary to the text of its government program.”

He added, “Failure to approve the budget entails several things, which are excluding the presence of appointments or fixing contracts and daily procedures, and it is not possible to exchange dinars in the government without financial cover,” noting that “the absence of the budget means the absence of final accounts, and this gives an opportunity For the corrupt to escape censorship and reckoning. ”

He explained, “The government’s justifications say that according to the Financial Management Law in the 5th month, the government should start with the next budget, and Al-Kazemi’s cabin was completed in the same month, and accordingly, the Al-Kazemi government began preparing a budget in 2021, but this is not an accurate justification.”

He pointed out that “the second justification for the government not to send the budget is oil prices and its instability, and Iraq relies on 94.7 in its budget for oil.” , As the exchange must be included in the budget, and all government justifications are not convincing.

He pointed out that “the House of Representatives has set the government for a month as the last date for the delivery of the budget, and we are waiting for the government to face or convince the House of Representatives.” On Wednesday (03 June 2020), the House of Representatives voted on a resolution that obliges the Iraqi government to send the 2020 budget law this month.

A parliamentary source said, in an interview with (Baghdad Today), that “the House of Representatives voted on the form of a decision that obliges the government to expedite sending the federal budget bill, for the year 2020, no later than the end of this month.”

He added, “The House of Representatives finished the first reading of the draft domestic and foreign borrowing law to finance the fiscal deficit for the year 2020.”

On the same day, Parliament Speaker Muhammad al-Halbousi directed the General Secretariat of Parliament to address the General Secretariat of the Council of Ministers for the purpose of sending the Budget Law for 2020.
