Three main parties withdrew from the meeting: the Patriotic Union of Kurdistan, the Kurdistan Islamic Union and the New Generation Movement.
He declined to attend the meeting of the Patriotic Union of Kurdistan (PUK) (21 seats) and the new generation movement (eight seats). The National Union, which had agreed with the leadership of the Kurdistan Democratic Party to attend the mass session and vote in favor of Barzani, a televised statement coincided with the meeting, in which he announced the absence of the mass meeting because the lack of commitment of the Kurdistan Democratic parties agreed on the appointment of a governor of the National Union of Kirkuk province .
The Islamic Union, Jamaat-e-Islami (JI) and some small forces also abstained.
And voted, at the beginning of this month, in favor of the law to activate the presidency of the amended region, and the mechanism for the election of a new president.
The presidency of the province was disrupted, about two years after the end of the mandate of the former president.
According to observers, the lack of participation of the National Union in the voting session today will open the door to a new political crisis in the region, especially as most of the problems result from intransigence and personal interests among party leaders in the region.
The reason for the differences is the lack of sincere intention of the Barzani in dealing with the other political partners, especially as they use political piety, and declare what they hide, according to members of the Patriotic Union of Kurdistan.
The former president of the region Massoud Barzani stepped down from the presidency in early November 2017 following the referendum on the secession of the territory from Iraq in September of the same year.
The elected president of the region will mandate the prime minister to form a government within 30 days.
