Mr. Ammar al-Hakim - We are still working with the former regimes legislation and corruption is worsening(Baghdad: Al-Furat News) The head of the Coalition for Reform and Reconstruction, Mr. Ammar al-Hakim, said that the Iraqi state is still working under the legislation of the former regime, “stressing that” the phenomenon of corruption is still worsening.
“Any reform process without a clear vision can not be productive,” said Mr. Ammar al-Hakim, during a meeting held by the Rafidain Center for Dialogue on Political Reform and the Challenges Facing it. “Political reform and the development of the political system must be commensurate with the scale of developments and developments, .
“Although we have presented a constitution that defines a new philosophy, the legislation is the same as the previous regime’s legislation, and it has to be reviewed and amended in line with our new reality.”
“Reform must be characterized by seriousness, radicalism, inclusiveness, gradualism, continuity and specialization,” pointing out “the need to stir enthusiasm in society towards real reform, not slogans, and building a political and social alliance that bears responsibility for reform.”
“It is also necessary to develop a strategic vision for reform and the transfer of the reform vision of society and provide quick gains to reassure citizens.”
He also stressed the importance of reviewing the structure of the state and building new institutions consistent with the steps of reform, and that the rigid view of the mentality of the administrative system in the country needs to seriously review to achieve a real administrative revolution.
He pointed out that “the real criterion for the success of the service program provided by the government is the impression of popular and elitist about the implementation of this program.”
“It is important to convince the people that there is a clear and concrete plan to combat corruption by effectively addressing the corruption phenomena which are constantly worsening,” he stressed.
