The spokesperson for the Reconstruction and Development Bloc, former MP Firas al-Muslawi, revealed on Sunday that political understandings have been reached regarding the appointment of two vice presidents, suggesting Jabbar al-Kinani and Khalid Battal as likely candidates for the positions. Al-Muslawi told the Information Agency that “there is a prior agreement among the forces of the State Administration Coalition to appoint two vice presidents, representing the Shia and Sunni components, with the candidates being independent of the heads of political blocs or parties.”
He added that “the political understandings have resulted in granting the first vice presidency to the Reconstruction and Development Bloc and the second to the Progress Party, as they are among the most influential blocs in terms of the number of parliamentary seats.”
He explained that “the current nominations include two prominent names. The Reconstruction and Development Bloc has put forward the name of former MP Jabbar al-Kinani, who served on the Foreign Relations Committee for two consecutive terms and possesses extensive diplomatic experience. However, his nomination has not yet been officially announced by the bloc. Meanwhile, the Progress Party has put forward the name of MP and former minister Khalid Battal as one of its leading candidates for the position.”
Regarding the constitutional and legal mechanism, Al-Muslawi affirmed that “the appointment of the two vice presidents does not require a vote or ratification from the Council of Representatives. Rather, the legal procedures are completed by their approval and the issuance of the relevant presidential decree, in accordance with the constitution.”
It is worth noting that the issue of the two vice presidents has been a major topic of discussion in bilateral meetings and discussions among political forces, and has become a key item on the political agenda, within the framework of understandings related to the distribution of positions and the fulfillment of constitutional and political obligations.
