5-8-2012 SWFloridaGuy The Erbil agreement isn’t really fully constitutional…Iraqi politicians are going to try to find a solution during this parliamentary holiday that lasts up until June 14th. We all know that Maliki received a 9-point ultimatum letter from Barzani, Allawi, Nujayfi, Sadr and then sent it to Jaafari. The message it contains is very clear: Maliki has 15 days to adhere to the demands of its contents or he will be sacked…this ultimatum clearly states that unless there is complete adherence to these principles the Shia alliance move to withdraw the confidence of Maliki’s government and form a new one. The only out Maliki appears to have would be to say, ok fine I will “adhere” but only to what is constitutional while still maintaining the position that parts of Erbil are not constitutional. In that case this could drag out a little further.  Read more…

5-4-2012 Doc   We really love the following which directly challenges Maliki  “The INA received the letter resulted from Erbil meeting which obliges the government to adhere to its items within fifteen days otherwise the confidence will be withdrawn from it.”  And we really like Miliki’s response.  Samarrai is quoted as saying “.. that Maliki will go along with the paragraphs of the pentalateral meeting held in Arbil last week and will reach understandings with all political blocs to resolve outstanding problems…”.  We can only hope Maliki will follow through this time.  If so we see Ebril resolved and then chapter 7 release by mid June when the UNSC meets.  June is shaping up to be a potentially very interesting month.  We report, you decide.

5-4-2012 Duckyboy  There is a ton of information coming out about Maliki, Talibani, Erbil…if Maliki does not pull any last minute quick changes, it looks as though Erbil may finally be implemented.  Erbil and the ministers are tied together, may be not by law, but Erbil is power-sharing and the missing ministers are part of the power…our belief [is] that this is the last issue that needs to be resolved before the RV can be released.  We are looking at a very good window for the RV to take place.  Maliki has about 10 more days before some action may (that MAY) be taken against him…if a no confidence vote is taken, this will just prolong the RV.  The Tariffs will begin on June 1st.  These new tariffs will inflate the costs of most goods in Iraq to over 10% (my guess).  Given this and the fact that the dollar is stronger on the streets of Iraq, the cost of most goods will skyrocket.  Shabibi does not want inflation of any kind.  Remember, the GOI could postpone these tariffs, again, but there has been very little chatter in the press about any postponement.

5/2/2012 Scooter I think Iraq had a lot to accomplish per the list of items set forth by the World Bank and IMF before the restructuring could occur. They’ve missed the last three years of deadlines but they’re getting there slowly…after reviewing the world bank requirements recently published that list was very long they probably have a lot of those items completed. My standing has always been they aren’t going to change the structure or value of anything until the balance sheets of the two banks [the two largest state owned banks] are correctly valued. In Iraq’s case, they appear to be going down the traditional road of both actions the RD and the RV see in 2009 and 2010 Iraq came out with a new CPI consumer price index well they haven’t been able to really deploy it because of the several reasons one being that the structural changes have never occured…now with that said — every country is unique in itself whenever they make structural changes like this in Iraq’s case they will deploy both actions methodically at the same time. In fact, just my opinion, I think they will see multiple hits to the value of the dinar over a period of 0 – 24 months. Read more…

4/30/2012 Doc There was a lot of very positive news over the weekend. The meetings with Kuwait have been reported as nothing but positive. In fact the news has been so positive we are skeptical at times waiting for the other shoe to drop. Many articles referenced the release of chapter 7 due to “increased bilateral relationship” between Iraq and Kuwait. Chapter 7 release appears to be Maliki’s primary focus and it appears Kuwait will definitely support the release. They also made a big move by holding the Arab League Summit, although many nations did not attend, it was a big leap. These are all positive signs for Iraq and in my opinion things could begin really changing in the country.

There is no way in this day in age where information travels so fast, that the IMF and World Bank would allow Iraq to raise their exchange rate in-country only, giving the entire world a heads up. When the CBI releases an adjusted rate per the IMF and World Bank’s approval and instruction it will be sent to the BIS. From there the IQD either alone or together with a small basket of currencies will be released and sent to all central banks around the world. It won’t go country to country or East to West. Whether a bank is open or closed it will be sitting in their system and adjusted right along with the rest of the world to prevent massive runs on currency and for many other obvious reasons.
