Shafaq News/ Al-Fatah Alliance led by Hadi Al-Amiri confirmed today, Tuesday, that there is a political consensus to dismiss Parliament Speaker Muhammad Al-Halbousi from his post after the budget law was approved.
The leader of the coalition, Ali Al-Zubaidi, told Shafaq News agency, “There are many observations about the performance of Parliament Speaker Muhammad al-Halbousi. There are failures, and there are indications of his involvement in major corruption cases in Anbar Governorate and even Salah al-Din and Diyala.”
Al-Zubaidi indicated that “because of Al-Halbousi’s failure and his involvement in corruption cases, there is a political tendency to remove him from the position of Speaker of Parliament, and this matter takes place after the approval of the budget law, and there is a political consensus on this issue.”
Since last March 27, independent members of the Iraqi Parliament began procedures for the dismissal of Parliament Speaker Muhammad al-Halbousi from his post, in light of the events of the voting session on the election law, and they indicated at the time that there was “Sunni and Kurdish” support for the dismissal procedures.
Also, 35 parliamentarians from different Sunni blocs within the “Iraqi Front” seek to remove Al-Halbousi from his post, accusing him of failing in the main issues and problems facing the Sunni component.
The Sunnis assume the presidency of the Iraqi parliament, according to a political custom followed since the overthrow of the former Iraqi regime in 2003, while the Kurds assume the presidency of the republic, and the Shiites assume the prime minister.
Article 12 second of the House of Representatives’ bylaw states, “The House of Representatives may dismiss any member of its Presidency in accordance with the law.” Article 62 of the internal system stipulates, “A member of the Presidency Council shall be exempted by the absolute majority of the number of members of the House of Representatives, after one of them has been convicted by the Federal Supreme Court in one of the following cases: First: perjury of the constitutional oath. Second: violation of the constitution. Third: high treason .
