MP Shaima al-Fatlawi warned on Sunday against treating the estimated 30 trillion dinar non-oil revenues in the budget as guaranteed funds, stressing that these figures remain financial estimates that may or may not be realized depending on the government’s ability to actually collect them.
Speaking to Al-Maalouma, al-Fatlawi said, “The Iraqi economy remains a rentier economy that relies primarily on oil revenues, which makes achieving the targeted non-oil revenues a major challenge given the limited diversification of income sources and the weakness of the productive sectors.”
She added that “reaching this figure requires extensive measures to increase revenues, including imposing taxes and fees on large companies and commercial activities in Iraq, in addition to tightening collection procedures and combating tax and customs evasion.”
She clarified that “the problem does not lie in including high figures in the budget tables, but rather in the realism of these estimates and the ability of government institutions to convert them into actual revenues, and not just speculative figures.”
Al-Fatlawi pointed out that “achieving the targeted revenues requires revitalizing the productive sectors, developing industry, agriculture, and investment, as well as controlling border crossings and prosecuting tax and customs evasion.”
She noted that “the government’s success in this matter should be measured by the actual revenues entering the state treasury, not by the estimated figures included in the budget,” emphasizing “the necessity of providing transparent explanations regarding the sources of these revenues and the mechanisms for achieving them.”
