He added that “Iraq finally got rid of the provisions of Chapter VII as far as the situation is concerned between Iraq and Kuwait, and at that time we agreed to transfer the Kuwaiti compensation cases and the cases of Kuwaiti prisoners and missing persons to Chapter VI.” Zebari pointed out that $4 billion for individuals, companies, governmental organizations, and others, who incurred direct losses as a result of the invasion and occupation of Kuwait. Iraq had stopped making payments in 2014 during the war against ISIS, which controlled a third of the country, but it resumed it in 2018 by deducting 0.5% of the value of each exported barrel of oil.
