The spokesman for the Supreme Islamic Council, Ali al-Difai, revealed that the factions do not refuse to negotiate regarding the monopoly of weapons, stressing that they understand the idea of the force they possess becoming a force in the hands of the state and obeying the orders of the Commander-in-Chief of the Armed Forces, but they link this to achieving what he described as “complete and comprehensive sovereignty.”
During a televised interview, Al-Difai said that “controlling weapons requires severing the connection of their holders with political organizations, inventorying, organizing and counting the weapons, and linking them to the Commander-in-Chief of the Armed Forces, in addition to enacting the retirement and organizational laws specific to the Popular Mobilization Forces.”
He added that “the factions, according to what he conveyed from dialogues with them, want their weapons to be a force for the state, but only after addressing the issues of the presence of foreign armed forces and controlling the Iraqi borders and airspace,” stressing that “otherwise there will be no limitation on weapons.”
Al-Difai explained that “if these conditions are met, there will be no such thing as factions, provided that the political leader goes to political work and the field commander and his soldiers remain within the Popular Mobilization Forces according to an official military structure.”
