The Parliamentary Finance Committee met today, Sunday, with the Budget Department of the Ministry of Finance to discuss the mechanisms for preparing the 2027 budget. A statement from the committee, received by Al-Maalomah News Agency, indicated that “the Parliamentary Finance Committee held a meeting today, Sunday, July 26, 2026, at the committee’s headquarters, with the Director General of the Budget Department and senior staff from the Budget Preparation and Accounting sections, to discuss the structure of the state’s general budget, mechanisms for managing public funds, and the reform steps related to preparing the 2027 budget.” The statement added that “the head of the Finance Committee emphasized the importance of working to maximize public revenues and strengthen budget resources, reducing reliance on oil revenues as the state’s primary source of income, and developing budget preparation mechanisms to ensure the accuracy of revenue and expenditure estimates.”
He pointed to the “review by the Director General of the Budget Department of the mechanism for preparing the general budget, explaining that the Ministry is proceeding with the implementation of financial reform and the gradual transition to a program and performance budget, while continuing to adopt the line item budget in parallel, in order to ensure that the budget preparation process is not disrupted or the accounting classifications are not disrupted, noting that this experience has been applied in some governorates, indicating that the 2027 budget will adopt a formula based on the continuation of the line item budget for the purposes of approval, disbursement, accounting and control, with the addition of a mandatory annex for planning, measurement and prioritization, as well as separating the operational budget from the investment budget, and obligating spending units to link expenditures, projects and programs to tables that are manageable and follow-up-able.”
He explained that “the meeting discussed the Budget Department’s plan for managing public funds and reducing current expenditures, as well as the standards adopted in budget preparation. The delegation affirmed its commitment to Cabinet decisions regarding maximizing public revenues and reducing expenditures. They also reviewed proposals to amend fee and charge amounts, presented actual revenue collection rates and identified the reasons for their decline, and examined mechanisms for setting spending ceilings and including projects according to the needs of spending units. This aligns with the policy of transitioning to a program and performance budget, contributing to the development of the 2027 budget.”
He added that “the committee also discussed digital transformation procedures and the automation of the financial and accounting system, adopting electronic payment methods for revenue collection in government institutions, and establishing an electronic platform linking the Budget Department with spending units to provide the Ministry of Finance with the necessary data. This will enhance the efficiency of public funds management and raise the level of transparency and financial oversight.”
