The Kurdistan Regional Government’s Council of Ministers confirmed on Wednesday that the actual percentage of the region’s population, according to the 2024 census, is 14.14%, stressing the need to adopt it as a basic criterion for determining the region’s share in the federal general budget.

This came during the regular cabinet meeting, the first focus of which was to review the talks between the region’s delegation and the federal government regarding securing the region’s financial rights within the draft budget law for 2027, according to a statement received by Shafaq News Agency.

The statement explained that the delegation presented a detailed report on its recent meetings with the Federal Ministry of Finance, and that the Council expressed observations and reservations on some texts and proposals, stressing the need to respect the constitutional and financial rights of the region.

In light of this percentage, the Council stressed the need to disburse salaries and entitlements to employees, Peshmerga, retirees, families of martyrs, political prisoners, and those covered by social welfare, and to provide job grades and financial allocations, according to the same standards applied to their peers in the rest of Iraq.

He also stressed the need to keep these entitlements separate from political disputes and to avoid subjecting them to unfair and illegitimate conditions, in accordance with the constitution, applicable laws, and the final and binding decisions of the Federal Supreme Court. He expressed his full support for the negotiating delegation in reaching a fair constitutional agreement that guarantees the rights of the region and its citizens and provides fundamental, lasting, and equitable solutions to the financial problems.

The Council also approved the proposal of the Ministry of Labor and Social Affairs to exempt employers from late payment penalties on social security contributions, provided that all accumulated debts are paid in full within 90 working days, with the aim of maximizing the revenues of the Social Security Fund and preserving the rights of workers and their retirement salaries.
