The Kurdistan Regional Government’s Council of Ministers stressed on Wednesday evening the need to review the draft federal budget law before putting it to a vote, in order to guarantee the constitutional rights and financial entitlements of the region.
This came during his regular meeting chaired by Prime Minister Masrour Barzani, and he discussed a number of important topics included in the agenda.
In the first item on the agenda, the Kurdistan Regional Government’s negotiating delegation, according to a statement from the Council received by Shafaq News Agency, reviewed the results of its recent discussions with the Federal Ministry of Finance regarding Article (10) of the draft Federal General Budget Law for the year 2027.
The results of the visit of the high-level federal delegation, headed by the Deputy Prime Minister for Energy Affairs and with the participation of the Ministers of Oil and Electricity, to the region were also discussed, and the oil and energy files were discussed within the framework of the draft federal general budget.
After deliberation and discussion of the course of the dialogue, the Council of Ministers reaffirmed that the Kurdistan Region is a federal constitutional entity, and that its rights, powers and financial entitlements are protected under the Constitution, stressing the need to prepare the federal budget based on the principles of the Constitution, justice and genuine partnership, far from any unilateral decisions or actions by the federal government.
The Council stressed the need to determine the Kurdistan Region’s share of the budget based on the population percentage of (14.14%), and according to the results of the last general census, in order to guarantee all the region’s financial rights and entitlements.
The Cabinet directed its negotiating delegation to clarify the constitutional flaws in the lack of accuracy in the paragraphs and tables contained in the 2027 draft budget prepared by the Federal Ministry of Finance, which violate the region’s rights, and to submit these observations along with the proposed alternatives and constitutional, legal and financial evidence to the federal authorities and the political parties that make up the government cabinet, in order to review and correct the draft.
The regional cabinet also called on the federal cabinet not to present the draft budget in its current form for discussion and voting before conducting the necessary revisions and including the constitutional and financial rights and entitlements of the region.
The statement indicated that the regional government believes that reaching a common understanding on the 2027 budget bill under the federal government headed by Ali al-Zaidi represents an opportunity to reach a radical solution to the outstanding financial problems and overcome the recurring financial crisis in every new fiscal year.
The Council also reiterated that the regional government has fulfilled all required constitutional and legal obligations without compromising the constitutional rights and financial entitlements of the citizens of the Kurdistan Region.
In this context, the regional government has informed the federal government, in full transparency, of all relevant data, which is subject to monthly and quarterly review, thus dispelling any unjustified unilateral claims or conditions.
In conclusion, the Cabinet expressed its support for its negotiating delegation, stressing the continuation of dialogue with the federal government with the aim of reaching a fair agreement that preserves rights and entitlements and strengthens the foundations of the federal partnership.
