The head of the Supreme Judicial Council, Judge Faiq Zaidan, affirmed on Saturday that the Iraqi judiciary has contributed, through international judicial cooperation mechanisms, to uncovering and thwarting terrorist crimes and preventing their implementation in a number of Arab and European countries, as well as the United States of America, stressing that the independence of the judiciary represents the basic pillar of the modern constitutional state.
During his participation in the dialogue session for the heads of Arab Supreme Courts in Milan, Italy, Zaidan said that the Constitution of the Republic of Iraq and the Law of the Supreme Judicial Council guaranteed the complete independence of the judiciary, so that it became an independent authority, far from any influence or interference from the legislative and executive authorities or any other entity.
He added that the Supreme Judicial Council has worked to consolidate this independence in practice, and to build a modern judicial system capable of protecting rights, consolidating the rule of law, and confronting security and legal challenges, thereby enhancing society’s confidence in the judiciary.
He pointed out that the Council has given great attention to developing the capabilities of judges, members of the Public Prosecution and the staff through specialized training programs in cooperation with international organizations, especially in the areas of combating terrorism, cybercrimes and transnational organized crime, indicating that the Iraqi Judicial Institute plays a pivotal role in preparing and qualifying judges and developing their skills.
Zaidan explained that the Supreme Judicial Council established the National Center for International Judicial Cooperation to be its window in the field of judicial cooperation, where it works on exchanging information and judicial evidence, implementing requests for legal assistance, recovering wanted persons and funds, and tracking cases of a cross-border nature.
He stressed that the efforts led by the center have contributed to uncovering and thwarting many terrorist crimes in a number of Arab and European countries, as well as the United States of America.
He pointed out that the Council adopted a strategic plan for judicial openness regionally and internationally, which resulted in the signing of memoranda of understanding and cooperation with Arab and international judicial bodies, which enhances the exchange of experiences and supports joint efforts in combating crime and terrorism.
The head of the Supreme Judicial Council stressed that building and stabilizing the state depends on the existence of an effective legal and judicial system, stressing that the stability of Iraq and the consolidation of the rule of law in it will have a positive impact on regional and international security and stability.
