On Monday, the Federal Integrity Commission noted the publication in the Iraqi Gazette of “Instructions for the Mechanism of Receiving Information and Reports on Corruption and Illicit Gains Cases and How to Deal with Them,” stressing that the instructions aim to regulate the procedures for receiving information and reports related to suspicions of corruption and to strengthen mechanisms for combating it in accordance with the law.
The commission said in a statement received by Shafaq News Agency that the instructions were published in issue 4866 of the Iraqi Gazette on May 11, 2026, based on the Commission Law No. 30 of 2011 amended, within the framework of enhancing transparency, protecting public funds and establishing clear legal mechanisms for dealing with information and reports received by it.
She added that the instructions organized mechanisms for receiving reports through multiple channels, including informants, official books and correspondence, email, hotlines, field teams, as well as media outlets, press monitoring, and statements by officials, thus expanding the scope of community interaction with anti-corruption efforts.
The commission explained that the investigations department is responsible for following up on corruption cases, while the prevention department is responsible for files of illicit gains and conflict of interest, with all information and reports being subject to legal investigation and audit procedures to verify their accuracy before being presented to the competent judiciary.
According to the commission, the instructions gave priority to investigating major cases or those that constitute public opinion or are related to senior officials. The commission was also authorized to form teams for investigation, auditing and collecting evidence in order to enhance the effectiveness of investigative and preventive procedures.
The Authority affirmed its commitment to maintaining the confidentiality of information and reports and not disclosing investigation and inquiry procedures except within the limits required by law, in order to preserve the rights and reputation of individuals and provide legal guarantees for whistleblowers.
She also noted that the instructions included mechanisms to address cases of conflict of interest and illicit gain, and to remove the causes of conflict within specific timeframes in accordance with the law.
The commission renewed its call for citizens to cooperate with regulatory bodies and report suspected corruption, stressing that reporting corruption is a “national and moral duty” that contributes to protecting public funds and preventing those involved from escaping punishment.
