Political disputes have not ceased regarding the repercussions of the session to grant confidence to the government of Prime Minister Ali al-Zidi, in which MPs and politicians held the Speaker of Parliament, Hebat al-Halbousi, responsible for what happened, accusing him of deliberately obstructing the passage of the names of some candidates for the government cabinet, as well as reneging on the political agreements concluded between the forces participating in the government.

Observers believe that what happened during the session reflected a clear political escalation, amid accusations that Halbousi was trying to settle scores with parties that had previously opposed the nomination of the head of the Progress Party, Mohammed Halbousi, for the position of Speaker of Parliament. This affected the process of completing the formation of the new government and sparked a wave of widespread objections within political circles.

In this regard, Democratic Party member Ribin Salam told Al-Maalomah, “There is clear evidence of violations in some of the procedures followed by the Speaker of Parliament during the voting session, especially regarding the way the names of the ministers were presented for voting.” He added, “The matter has become clear and reveals a deliberate attempt to obstruct the passage of ministers from some parties, as well as a breach of political agreements and understandings.”

He added that “what happened is a dangerous precedent that threatens the principle of partnership between political components, and may negatively affect the nature of the understandings existing within the political process in the future.”

Political analyst Talib Muhammad Karim, in a statement to Al-Maalouma, described the failure to reach an agreement on holding the session or the inability to pass the remaining members of the cabinet as potentially negatively impacting the level of government performance and delaying the resolution of several executive and administrative files. He pointed out that this does not necessarily mean the disruption of state institutions or the collapse of government work, because the state has constitutional and legal pathways that guarantee the continuity of the work of institutions.

Karim explained that “the possibility of the political process suffering a setback is linked to the way in which disputes are managed between the political forces,” stressing that “keeping disputes within the constitutional framework and political dialogue gives the political system the ability to contain crises, as happened in previous stages.”

In contrast, MP Duha Al-Bahadli, from the National Approach bloc, revealed in a statement to Al-Maalouma News Agency that there is a clear parliamentary and political trend to hold a session of the House of Representatives after the Eid al-Adha holiday, with the aim of completing the vote on the remaining ministerial cabinet in the government of Prime Minister Ali Al-Zidi.

Al-Bahadli indicated that “the political blocs are showing a serious desire to resolve the issue of the vacant ministerial portfolios during the coming period, and not to continue managing them by proxy,” noting that “the dialogues and political understandings will continue during the Eid al-Adha holiday with the aim of reaching a final agreement on the names and portfolios that are disputed.”

The House of Representatives granted confidence to 14 ministers in Prime Minister Ali al-Zaidi’s cabinet, while failing to approve five ministerial nominees. Four other portfolios remain undecided due to ongoing disagreements and the lack of a final agreement on the candidates.
