His popularity is highest in the three liberated provinces of Ninewa, Salahadin and Anbar. Even in the Kurdistan Region, Al-Abadi enjoys support from over 50% of those interviewed. The popular vote as to a favored coalition is decidedly for Abadi’s Victory list. Now we see that the Supreme Court of Iraq has finally made their decision and announced it this again this week. But this is not anything new. This is an old article. The important part is now they recognize the fact that just because the period specified in the constitution has passed it did not expire and the Article must be implemented. …The constitution…also says that to implement it they need a “referendum” which is a law passed in parliament to support the implementation…this is how they implement something legal – THROUGH A LAW. …By the way the other 2 issues were the Banking Reforms and HCL {oil and gas law}. He stated that the auctions have declined and will continue to decline. The Supreme Federal Court has stated that the Article 140 is one of the important articles of the Constitution and must be implemented immediately! The Council of Ministers announced intentions to implement the programs followed by Rafidain Bank. Cleric Sadr is on Iraqi TV campaigning a second term for PM Abadi. (Will wonders never cease? Does that remaining $4.5 billion have to be paid out before the reinstatement of the Dinar can occur?] Months ago Kuwait and Iraq signed an agreement to pay down this debt in propane gas. Only they need a pipeline and are now building it. The recent payment to Kuwait is part of the agreement. …the key to pay off of the war reparations is whether the IMF and Kuwait both agree to it. As long as both are satisfied then as far as the sanctions go it is done. …in December 2017 it was announced Iraq is now “fully” out of Chapter VII? That was significant which was supposed to be 3 days turned into 5 full days. They did reach an agreement…a consensus. We were in the opinion things were really going to start happening for us shortly thereafter. …I believe things were put into motion… …I told you about the Qi cards that were issued to Iraqi citizens to receive their portion of the oil revenue or profits on. That is a new card, brand new just issued and they could be activated as early as this afternoon [Thursday] and were in many cases activated. We are kind of in a waiting mode for the next couple weeks to see how this election all shakes out on May 12th. …We know Iraq is ramping up seriously for the 2018-2022 Development & Reconstruction Plan. They are having yet another Investment conference and its this week. This time it is in Iraq. Remember they have had many of these conferences and seminars over the years and so they probably will have many more, even after they reinstate their currency. I can assure you that Haider al-Abadi has a very good opportunity to get re-elected. If he does, we are going to see Iraqi just take off during the rest of 2018 and into 2019. Read more…

4-24-2018 Newshound/Intel Guru Mnt Goat RUMOR: In Kurdistan banks exchanging damaged bills and three zero notes and giving out lower denom’s of five’s, two’s and ones. The citizens in Iraq are NOT exchanging anything. I would not use the term “exchanges” but rather “turning in”. …Also if any banks are issuing the 5,10 and 1 dinars it is not with the permission of the CBI. It is a mistake and the CBI will correct this mistake. So recently the CBI simply asked the citizens in Iraq to look under their mattresses and backyards for their hoards of the 3 zero notes. Then bring them in and deposit them in their bank account. They need to collect these notes prior to the RV to reduce the money supply first prior to issuing a new set of currency. Yes, some “smaller” notes are being given for some of the money turned in but certainly not fully replacing 3 zero note amounts for exact same amounts in the newer lower denominations.
