On Wednesday, an informed political source revealed the initial map for the distribution of ministerial portfolios in the government of Prime Minister-designate Ali al-Zidi, indicating that the Reconstruction and Development Coalition, led by outgoing Prime Minister Mohammed Shia al-Sudani, is heading towards obtaining the largest share within the new cabinet, with five ministries, while the Sadiqun Movement, led by Qais al-Khazali, is increasing its share of executive positions.

Political and party leaders are scheduled to hold their first meeting with Prime Minister-designate Ali al-Zaidi on Wednesday evening to discuss the formation of the new cabinet, according to information obtained by Shafaq News Agency.

In this regard, the political source told Shafaq News Agency that “the distribution of ministerial portfolios will take place according to the political weight and the number of parliamentary seats for each party of the political process that won in the last parliamentary elections, and according to the proposals submitted by the political components during the consultations to form the government.”

He added that the Reconstruction and Development Coalition, led by Mohammed Shia al-Sudani, which topped the election results with about 46 seats, will have five ministries, including a sovereign ministry, namely the Ministry of Finance, in addition to the position of Deputy Prime Minister, while the State of Law Coalition, led by Nouri al-Maliki, which obtained 29 seats according to most of the published results, will get the Ministry of Oil and another service ministry.

He stated that the Badr Organization, led by Hadi al-Amiri, which won 18 seats, will get the Ministry of Interior, while the Ministry of Planning will be allocated to the Wisdom Movement, led by Ammar al-Hakim, within the National State Forces Alliance, which won 18 seats. The Ministry of Electricity will go to the Virtue Party within the share allocated to its allies within the Shiite bloc, while the Ministry of Education may be obtained by the Services Alliance, led by Shibl al-Zaidi, which has 5 seats, and its negotiating bloc will rise to 9 seats when the Wasit Alliance, which is close to it, is counted.

He pointed out that the Ministry of Youth and Sports will be allocated to the Supreme Islamic Council, led by Humam Hamoudi, which ran in the elections through the Abshir Ya Iraq alliance and won 4 seats. As for the Sadiqun Movement, led by Qais al-Khazali, which won 27 seats, its share will be the Ministries of Labor and Social Affairs, and Industry and Minerals, in addition to the position of Deputy Prime Minister.

Regarding the Sunni blocs’ shares, the source continued, “The Ministry of Higher Education will be allocated to the Progress Party (which obtained the position of Speaker of Parliament) led by Mohammed al-Halbousi, which holds 27 seats as a major party, while the Azm Alliance, led by Muthanna al-Samarrai, which holds 15 seats, will receive the Ministry of Defense.”

As for the Kurdish side, the source suggested that “the Ministry of Foreign Affairs and the Ministry of Justice will be allocated to the Kurdistan Democratic Party, which won 26 seats, while the Patriotic Union of Kurdistan, which won 15 seats, will get the Ministries of Environment and Culture.”

The source indicated that “the leaders of the coordination framework will discuss the map for distributing ministries according to the points system that determines the size and value of each ministry, where the weights of the portfolios range between 10 and 16 points, depending on their political, financial and service importance.”

On Monday evening, the ruling Shiite coalition forces in Iraq announced the nomination of Ali al-Zidi for the premiership, following the withdrawal of al-Sudani and al-Maliki from the race for the position. This move opened the door to a new settlement within the Shiite bloc after weeks of political deadlock regarding the form of the next government and the distribution of its sovereign and service positions.
