Shafaq News publishes the demands of the Kurdish forces in Sulaymaniyah submitted to the Prime Minister-designate

Shafaq News Agency obtained, on Saturday night into Sunday, a copy of a list of demands submitted by Kurdish forces in Sulaymaniyah Governorate, represented by the National Position Movement and the Kurdistan Justice Group, to Prime Minister-designate Ali al-Zaidi, as part of their vision for the anticipated government program.
The document included a number of demands that it described as “essential” for addressing outstanding issues and ensuring the rights of citizens of the Kurdistan Region, in addition to economic, administrative and security reforms.
The main demands included in the document:
1- Implementing Federal Court Decision No. 224 and its annexes No. 269 of 2023 regarding the localization of salaries, with the disbursement of entitlements to the region’s employees and the reinstatement of allowances and promotions.
2- Enacting an oil and gas law, stipulating that the region’s oil be marketed through the “SOMO” company, thus ending oil disputes and guaranteeing rights permanently.
3- Treating the region in the same way as the rest of the governorates in the matter of medicines, by implementing the federal budget without discrimination in providing medical supplies.
4- Securing fuel and its derivatives (gasoline, kerosene, diesel) at prices subsidized by the federal government in accordance with legal frameworks.
5- Opening branches of government banks in the region, and providing financial facilities to support industrial, agricultural and housing projects.
6- Unifying the Peshmerga forces and integrating them into the Iraqi defense system, away from partisan affiliations, while guaranteeing their rights and salaries on par with the Iraqi army.
7- Organizing the external representation of the region through official offices within Iraqi embassies, in accordance with Article 121 of the Constitution.
8- Activating Article 140 of the Constitution through a clear executive mechanism that ensures partnership between the components, and with a specific timetable.
9- Implementing strategic projects such as dams and infrastructure in the Kurdistan Region, similar to the rest of the governorates.
10- Linking the region’s governorates to national development plans to ensure a fair distribution of investments.
11- Adopting a transparent voting system under the supervision of the Ministry of Interior to enhance the integrity of elections.
12- Adopt an economic strategy based on production (agriculture and industry) instead of a rentier economy.
13- Enhancing employment opportunities for local workers and reducing reliance on foreign labor.
14- Enacting a child support law to ensure a decent life for children.
15- Supporting the investment environment and preventing monopolies, especially in the telecommunications and internet sectors.
16- Paying attention to the environment and encouraging clean energy projects.
17- Promoting human rights and preventing arrest without a fair trial.
18- Developing the health sector and ensuring access to services for all citizens.
19- Guaranteeing the rights of farmers, industrialists and merchants in the Kurdistan Region.
20- Achieving fairness in appointments and the distribution of job opportunities.
The Kurdish forces concluded their document by emphasizing that these demands represent the “minimum” to ensure a genuine partnership in running the state, calling on the next government to adopt them within its executive program.
Earlier today, Ali Hama Saleh, coordinator of the Kurdish Position Movement, revealed details of the meeting that brought together Kurdish forces with Prime Minister-designate Ali al-Zaidi during his visit to the Kurdistan Region, confirming that 20 proposals were submitted.
