On Monday, MP Duha Al-Sadkhan, from the “National Approach” bloc, revealed a set of laws scheduled to be read and voted on during the next legislative session of the House of Representatives, most notably the oil and gas law and the Popular Mobilization Forces law.
Al-Sadkhan told Shafaq News Agency, “There are more than 100 laws in the halls of the House of Representatives, and some of the laws need to be read and discussed, while others need to be amended and voted on in the council.”
She added that “the new legislative session of the House of Representatives will witness the reading and voting on many laws, most notably the Oil and Gas Law, the Federal Civil Service Council Law, the Federal Court Law, the Popular Mobilization Forces Law, the Retirement Law, the Salary Scale Law, and other laws.”
She indicated that “the parliamentary committees will work in the second legislative session to submit the laws to the Speaker of the House of Representatives for reading and discussion in preparation for their approval in the new legislative session.”
The First Deputy Speaker of Parliament, Adnan Faihan, confirmed to Shafaq News Agency at the beginning of last month that there was movement within Parliament to proceed with the legislation of a number of important and delayed laws, most notably the Oil and Gas Law and the Popular Mobilization Forces Law.
Faihan said, “There are many important laws, some of which are very late, such as the oil and gas law, the Popular Mobilization Forces law in its first and second parts, and the Federal Civil Service law, which are among the priorities of the House of Representatives.”
These laws are among the most prominent pieces of legislation postponed during recent parliamentary sessions, as the oil and gas law has been pending for years despite being included on the agendas more than once, due to disputes related to the management of natural resources and the distribution of revenues between Baghdad, Erbil and the producing governorates.
The Popular Mobilization Forces Law also faces demands to reorganize its structure, the rights of its members, and the mechanisms of its connection to the security establishment, while multiple drafts of the Federal Civil Service Law have been proposed with the aim of regulating appointments, salaries, and career paths for state employees, without its approval so far.
