The First Deputy Speaker of the Iraqi Parliament, Adnan Faihan, confirmed on Saturday that there is movement within Parliament to proceed with the legislation of a number of important and delayed laws, most notably the Oil and Gas Law and the Popular Mobilization Forces Law.
Faihan told Shafaq News Agency, “There are many important laws, some of which are very delayed, such as the Oil and Gas Law, the Popular Mobilization Forces Law in its first and second parts, and the Federal Civil Service Law, which are among the priorities of the House of Representatives.”
He added that “there is a movement to read and discuss important laws, which represent a priority for the work of the House of Representatives and the political forces, to work on legislating these laws in Parliament.”
These laws are among the most prominent pieces of legislation postponed in recent parliamentary sessions, as the oil and gas law has been pending for years despite being included on the agendas more than once, due to disputes related to the management of natural resources and the distribution of revenues between Baghdad, Erbil and the producing governorates.
The Popular Mobilization Forces Law also faces demands to reorganize its structure, the rights of its members, and the mechanisms of its connection to the security establishment, while multiple drafts of the Federal Civil Service Law have been proposed with the aim of regulating appointments, salaries, and the career path of state employees, without its approval so far.
