Member of Parliament, Jassim Mohammed, affirmed on Wednesday that the implementation of the law granting employees five-year leave represents a strategic reform step with broad economic and administrative dimensions. He emphasized that the law’s importance extends beyond the individual employee, contributing to rationalizing spending and addressing the accumulated institutional inefficiencies within government departments.
In a statement to the Information Agency, Mohammed said, “The intrinsic value of this law lies in its ability to alleviate the stifling pressure on the payroll in the general budget, as financial entitlements during the leave period are limited to the nominal salary only. This contributes to eliminating enormous amounts of accumulated allowances that have burdened the federal treasury and depleted its cash reserves.”
He added, “The practical application of the law gives ministries and government institutions a real opportunity to restructure their administrative frameworks and dismantle the disguised unemployment that has plagued the administrative apparatus for decades.” He explained that “granting the minister the authority to make decisions ensures the preservation of functional balance and the productive utilization of remaining personnel, enhancing the level of public services and ending the state of bureaucracy and stagnation.”
The MP explained that “the developmental impact of the leave extends directly towards revitalizing the local economy by encouraging experienced and skilled individuals to enter the private sector and establish independent investment projects without the worry of job insecurity and their retirement prospects.” He pointed out that “making the leave a permanent law ends the dependence on fluctuating annual budgets and provides flexible, humane, and academically sound solutions for a wide segment of permanent staff.”
