MP Ahmed Shaheed confirmed on Monday that the majority of Iraqi political forces are moving towards issuing a binding parliamentary resolution for the next government to nullify all decisions made by the caretaker government, including those related to taxes, cutting the budget of the Ministry of Higher Education, and other matters.
Shaheed explained in a statement to the Information Agency that “the Iraqi Constitution stipulates a four-year term for the House of Representatives, according to Article (56/First). After the term expires, the House of Representatives is dissolved either at the request of a majority of its members or at the joint request of the Council of Ministers and the President of the Republic, based on the provisions of Article (64/First) of the Constitution.”
He added that “in the event of the dissolution of the House of Representatives, the Council of Ministers becomes a caretaker government with limited powers and does not have the authority to make critical or legislative decisions,” emphasizing that “the Al-Sudani government committed numerous constitutional violations during its caretaker period by issuing decisions outside its jurisdiction.”
Shahid indicated that “the majority of political forces are leaning towards issuing a binding parliamentary resolution requiring the incoming government to rescind all decisions made by the caretaker government, including those related to taxes, cutting the Ministry of Higher Education’s budget, releasing martyrs’ entitlements, customs tariffs, and other decisions,” emphasizing that “the incoming government is obligated to cancel all decisions issued during the caretaker period.”
