Media and Communications - Launch of the first digital application in Iraq to evaluate the quality of telecommunications and internet servicesThe Communications and Media Commission announced the launch of the (CMC Speed Test) application, as a digital monitoring platform that allows measuring the quality of communications and internet services from actual usage sites, and utilizing users’ results to build an independent database that helps the commission to evaluate network performance and diagnose areas of service weakness. In its statement, it explained that the application is not limited to measuring data download and upload speeds, but rather collects a wide range of service quality indicators, including download and upload speed, response time (Ping), jitter, packet loss, as well as network type, connection, telecommunications company, available cell information, radio indicators, and linking the results to the location and time of the test.

He also confirmed that the project adopts the concept of crowdsourcing, which makes participating users a source of realistic measurements of network quality in their areas, giving the authority a broad spatial and temporal picture of the level of services, and helping it to identify areas of weak coverage, low speeds, times of performance decline, and recurring network problems.

He also pointed out that the technical value of the project lies in not dealing with internet speed as a single indicator, but rather linking it to radio indicators such as (RSRP, RSRQ, SINR and RSSI), which helps technical teams analyze the possible reasons for the decline in performance and differentiate between problems of coverage, radio environment, congestion, connection capacities and the network.

The head of the executive body explained that the platform includes an information and analysis dashboard that allows the authority to display measurements on interactive maps, analyze results and compare them according to the telecommunications company, region and technology used, whether for second, third, fourth or fifth generation services, as well as analyze the change in the level of service daily, weekly and monthly.

The application allows the citizen to know the level of coverage provided by the telecommunications company at the location of the inspection, based on network quality indicators and available technical measurements, as well as the possibility of submitting a complaint about telecommunications and internet services, which enables the authority to link the user’s complaint with the technical measurements recorded in the same area, and to analyze the number of complaints, speed levels, signal quality and packet loss, in order to identify areas and problems that require intervention and field follow-up more accurately.

He stressed that (CMC Speed Test) represents a monitoring tool for the Authority and not just an application to measure internet speed, as it will contribute to monitoring the quality of services, analyzing the actual user experience, comparing the performance of companies, identifying areas of weak coverage and performance, and prioritizing technical tours, as well as providing independent data that supports the Authority’s decisions in the field of monitoring and evaluating service quality.

The head of the executive body called on citizens to use the application and contribute to conducting the tests, stressing that expanding the user base and measurements will enhance the authority’s ability to form a more comprehensive picture of the reality of communications and internet services in various regions of Iraq, which supports its efforts to improve the quality of services provided to citizens.
