Kurdish MP: No need for a new government, Barzani controls everything

Kurdish MP Ghalib Muhammad confirmed on Wednesday that the continued absence of the formation of the new government in the Kurdistan Region is due to the way the two ruling parties, the Kurdistan Democratic Party and the Patriotic Union, deal with the parliament, the judicial institutions and all other state institutions, and their control over their joints according to partisan and personal interests.
Mohammed told Al-Maalomah that “the two ruling parties in the region deal with governmental and judicial institutions, and even the parliament, in a familial and partisan manner, far removed from legal and institutional foundations, which has contributed to disrupting the convening of parliament and delaying the formation of the new government.”
He added that “the delay in forming the Kurdistan Regional Government does not seem to be putting pressure on the current Prime Minister, Masrour Barzani, as his government continues to exercise various executive, economic and financial powers.”
Mohammed pointed out that “Masrour Barzani still enjoys broad powers, which makes him indifferent to the formation of the new government, at a time when the citizens of the region are suffering greatly as a result of the decline in the level of services, the rise in prices of goods and oil derivatives, and the deterioration of living conditions.”
He pointed out that “Barzani is still concluding oil and gas agreements and dealing with the issue of selling oil fields, as well as making decisions related to salaries, electricity, managing customs files, border crossings and other sovereign and economic files, despite heading a caretaker government.”
Mohammed pointed out that “the convergence of these powers in the hands of a caretaker government confirms the existence of a clear flaw in the application of the principle of caretaker government and the restrictions imposed on governments during transitional phases, restrictions which do not seem to have any real effect on the outgoing regional government.”
The Kurdish MP stressed that “the current government’s continued control over the resources of the Kurdistan Region and its making of fateful decisions, while simultaneously paralyzing parliament and delaying the formation of the new government, reflects an institutional and legal crisis that requires serious attention to ensure respect for the constitution and the law, and to restore the institutions’ oversight and legislative role.”
The Kurdistan Region is experiencing a continuous constitutional violation as the parliamentary elections approach their second anniversary without the regional parliament convening or a new government being formed. This has raised increasing questions about why these constitutional and legal violations are being overlooked, casting doubt on whether there is a deliberate disregard for the functioning of constitutional institutions in the region.
