Former MP Mahma Khalil confirmed on Monday that the political quota system was one of the most prominent reasons that contributed to weakening the performance of successive governments, while he pointed out that it hindered the process of building state institutions on professional and efficient foundations.

Khalil told Al-Maalomah News Agency that “adopting the principle of quotas in distributing ministerial positions and portfolios during the past years has negatively affected the performance of successive governments and weakened their ability to implement their reform and service programs.”

He added that “political quotas have contributed to prioritizing party loyalties over standards of competence and experience, which has led to a decline in performance levels in many government institutions and has hindered the completion of strategic projects.”

He explained that “Iraq needs to establish the principle of efficiency and integrity in managing state institutions, away from narrow partisan calculations, in order to ensure improved services and enhance citizens’ trust in government agencies.”

He pointed out that “addressing the accumulated challenges requires genuine reforms in the mechanisms of state administration and the selection of officials according to professional standards that place the national interest above any other considerations.”

Political analyst Atheer al-Sharaa had previously confirmed to Al-Maalomah News Agency that no one assuming the premiership could disregard the political will of the blocs or break the norms that have governed the political landscape since 2003.
