Data released by the Iraqi Ministry of Finance on the implementation of the federal budget up to the end of July 2026 on Sunday showed that Iraq’s total revenues amounted to about 39.096 trillion dinars, with oil revenues constituting about 78% of the state’s total resources.

According to data seen by Shafaq News Agency, oil revenues amounted to about 30.356 trillion dinars, compared to about 8.740 trillion dinars in non-oil revenues, equivalent to about 22% of total revenues.

The data showed that Iraq’s total revenues amounted to about 39.096 trillion dinars, compared to total expenditures of about 65.424 trillion dinars, which means recording a deficit between revenues and expenditures of about 26.329 trillion dinars.

Employee compensation (salaries) topped the list of current expenditure items with a value of approximately 35.875 trillion dinars, followed by social welfare with approximately 15.989 trillion dinars, and then grants, subsidies, interest and other expenses with approximately 5.096 trillion dinars.

The cost of goods reached approximately 1.939 trillion dinars, and the cost of services reached approximately 139.3 billion dinars, while the cost of asset maintenance reached approximately 41.4 billion dinars.

On the debt service side, the data showed that total spending on debt amounted to about 6.239 trillion dinars by the end of July.

Thus, the budget implementation data reveals the continued widening gap between the state’s revenues and expenditures, as expenditures exceeded total revenues by about 26.3 trillion dinars during the first seven months of 2026.

In contrast, economist Nabil Al-Marsoumi said in a tweet on the “X” platform that spending on salaries and social welfare reached 51 trillion dinars during the first seven months of this year, while public revenues decreased to 39 trillion dinars.

He added that revenues covered only 76% of the value of salaries and social welfare, which, according to him, explains the actual deficit gap of 29 trillion dinars.
