Iraqi Planning Ministry discusses with a delegation from Erbil securing the Kurdistan Region’s share in the 2027 budget

On Wednesday, the Undersecretary of the Ministry of Planning, Maher Hammad Johan, discussed with a delegation from the Kurdistan Regional Government, headed by the Chief of Staff of the Regional Council of Ministers, Omid Sabah, the draft of the Federal General Budget Law for the year 2027 and the confirmation of the region’s financial entitlements therein.
A statement issued by the ministry said that the meeting discussed the investment budget for the coming year 2027, and finding ways to secure the region’s share of the budget.
The meeting addressed the allocations for investment projects, the provincial development budget, and the operational budget allocations in the next fiscal year’s budget, 2027.
This comes as the Kurdistan Regional Government announced on Tuesday evening that a high-level delegation representing it would travel to Baghdad to hold a series of meetings with senior officials in several ministries of the federal government.
The regional government confirmed in a statement that the main objective of the visit is for the regional government to participate directly in preparing the draft of the federal general budget law for 2027, and to establish the Kurdistan Region’s financial share and entitlements within the draft law in light of the Iraqi constitution.
He indicated that the Kurdistan Region delegation will present during the meetings the region’s vision and demands regarding the financial entitlements of salary recipients, staffing levels, job grades for employees, allocations for investment projects and regional development, operational budget allocations, as well as the oil file.
He stressed that the delegation seeks, through the upcoming meetings, to reach common understandings and agreements with the federal government, and to secure the region’s rights and entitlements in the 2027 budget.
Last Thursday, the Federal Ministry of Finance announced a meeting regarding the preparation of the budget, with the participation of a delegation from the Kurdistan Regional Government and government agencies.
According to a statement from the Ministry of Finance received by Shafaq News Agency at the time, the Federal Minister of Finance, Faleh Sari, called for bilateral meetings between the committees concerned with preparing the budget and the Kurdistan Regional Government delegation during the coming days, stressing that full transparency in disclosing financial data and revenues is a basic condition for reaching a realistic and accurate budget.
On August 23, Ikhlas al-Dulaimi, a member of the parliamentary finance committee from the Kurdistan Democratic Party bloc, told Shafaq News Agency that the federal Ministry of Finance had sent an official request to the Kurdistan Regional Government to send a delegation to Baghdad to discuss the region’s share in the 2027 general budget law.
