The Iraqi Ministry of Electricity issued an extensive ministerial order that included granting exceptional financial and technical powers to the general managers and branch managers in the governorates, with the aim of addressing bottlenecks in the transmission and distribution networks and maintaining production stations during the current summer.
According to the document issued by the Ministry’s Administrative Department, which was obtained by Shafaq News Agency, the decisions were based on Cabinet Resolutions No. (90) of 2009 and No. (286) of 2026, and with the approval of the Minister of Electricity to ensure the stability of the national grid.
Branch managers’ powers and the sacred exception:
The ministerial order included granting the directors of the electricity branches the powers to supply, implement, and equip and implement projects up to (100) million Iraqi dinars per month for critical materials, while the ministry excluded the Najaf and Karbala branches by granting them the power to reach (250) million dinars per month; to address the supply and implementation requests related to the work required for the millions of visits during the summer.
Technical support and emergencies:
The order defined the technical powers and governing materials for branch managers as follows:
The authority to disburse materials (wires and twisted cables) is granted up to (500) bundles per month for each sector, with notification to the Stores and Planning Department of the disbursed materials.
Securing a rotating stock of no less than (30) electrical transformers for each branch as a minimum for emergency cases, separate from the transformers that are issued as a replacement for the damaged ones.
Warehouse staff are required to be present and on duty for (24) consecutive hours during this period.
Granting the authority to dispense up to (100) cable boxes per month.
Granting the authority to dispense (11 and 33 kV) fuses up to (250) meters per month for emergency maintenance purposes.
Financial timings and parameters:
The Ministry obligated the public distribution companies (Baghdad, North, Central, Middle Euphrates, South) to use these powers within the limits of the available financial allocations at a rate of (1/12) to supply materials and carry out works, stressing the need to complete all related matters before September 15, 2026 at the latest to avoid the peak loads associated with the summer season.
