First the initial agreement to get oil flowing. Then a sign from each party that they will honor that first agreement. And now more discussions on the remainder of items that will be incorporated into the HCL law. The one hiccup seems to be a lack of funds by the GOI. Today’s meetings implied that the GOI could not make the payment as stated to the KRG which could toss a wrench in these negotiations. Time will tell…but the good news is they are ironing out the HCL so that can go to CoM and parliament soon.

2-16-2015 RUMOR Guru Mnt Goat We wait for the announcement of the ratified budget to reach the gazette for the final step in the process of implementation. This final step has now reached its deadline. I totally and whole heartedly believe they must pass this “package” of new laws and complete the currency reforms on or about the time they open this new budget. A formal announcement that the budget was posted in the gazette will be a clue for us that they are about to open the budget…So you see Al-Abadi along with the CBI have to make a decision soon on when to RV this currency. I believe this decision had already been made weeks ago and was postponed due to recent events in Iraq. We are now in the final countdown window now that the budget is truly ratified and the deadline for it to be posted in the gazette is now overdue. We should hear news of this next event (gazette posting) this week. Then Iraq must fully fund the budget within 24 hours (partly by a revaluation).

Said committee member Dr. Magda Abdel-Latif al-Tamimi, said in a statement singled out the “morning”: that the Commission will open this existing system files in 32 banks…” Some…articles…talk about laws that are needed to activate this system. I don’t know if they are passed yet, but it is clear that this is all tied together with the smart cards, project chunked and international transactions…And a requirement to get investment into Iraq for the market economy. Progress is being made.

IF IT HIT THE DESK ON THE 2ND, WHICH IT DID, THEY HAVE 15 DAYS TO VETO IT AND THAT PUTS IT ON THE 17TH AND THEN INTO THE GAZETTE. THE NEXT TWO DAYS WILL BE VERY INTERESTING. This is getting interesting. They don’t have money. The meeting with the central gov and KRG went well…except they cannot pay them. There is a shortage of cash to pay people. What is so sad is…if they would pass the laws and open the economy/dinar there would be plenty of money coming into the country. Iraq is their own worst enemy. When people don’t work, have jobs or even have a government that can pay them, why should a bank lend to them? They don’t. Changing the value of the dinar won’t change that…what will is putting people to work, creating businesses, etc through the successful launch of a market economy. Right now all the GOI is doing is trying to find a way to tread water until the laws are in place, security has taken hold (ISIL is gone).

2-15-2015 Newshound Guru Aggiedad77 “Parliamentary Finance denies the exception of the budget publication in the Official Gazette Law” It is my opinion that they will follow Constitutional protocol and publish the budget…who knows when…maybe today…maybe tomorrow…but the bottom line…they need to publish the budget as with all laws…I am of the opinion for them to “not” publish the budget in the Gazette would take an amendment to the Constitution to do so…just thinking practically here on the subject.
