The head of the Security Media Cell, Lieutenant General Saad Maan, announced on Thursday the launch of the first practical steps to integrate armed factions into the official security system, through the handover of headquarters and weapons of the “Saraya al-Salam” in the city of Samarra, in response to the initiative launched by the leader of the Shiite National Movement, Muqtada al-Sadr.
In a televised press statement, Lieutenant General Maan said that the committee tasked with implementing the decree, under the direct supervision of the Commander-in-Chief of the Armed Forces, had arrived in the city of Samarra to begin the procedures. He noted that the committee is headed by the Deputy Commander of Joint Operations and includes in its membership the Military Secretary to the Commander-in-Chief, and representatives from the Ministries of Defense and Interior and the Popular Mobilization Forces.
He added that the handover ceremony took place at the headquarters of the “Saraya al-Salam” in the Samarra sector, in the presence of the Jihadist Assistant to the leader of the movement, where the ceremony witnessed the handover of the Saraya flag, signaling the start of the first step to enforce the law, and confirming that these formations should be under the direct command of the Commander-in-Chief of the Armed Forces.
The head of the Security Media Cell explained that this committee was formed to develop the mechanisms, technical contexts, and arrangements related to weapons and restructuring leading to full integration, noting that each stage of this process has its own implementation requirements.
At the end of his statement, Lieutenant General Maan stressed that the government’s approach is clear and explicit in this regard, and stipulates that all security and military formations must be under the authority and command of the Commander-in-Chief of the Armed Forces exclusively.
