Shafaq News/ A document obtained by Shafak News Agency, on Monday, showed a parliamentary request to file a lawsuit against Finance Minister Ali Allawi and Central Bank Governor Mustafa Ghaleb Mokheifa on charges of currency smuggling.
MP Hadi Al-Salami, in a letter addressed to the Public Prosecution Authority, asked to move the legal procedures for wasting public money and corruption in the foreign currency auction against both the Minister of Finance and the Governor of the Central Bank.
Al-Salami said, “A parliamentary question was previously directed to the Governor of the Central Bank (Mustafa Ghaleb Mikheeb), and we were answered according to the book that raising the price of the dollar was based on the proposal of the Minister of Finance, while evading the answer to the difference between the amount of central bank sales and forged invoices for operations. External Transfer.
He added, “Through the initial scrutiny of changing the exchange rate of the Iraqi dinar, it became clear to us that there are currency smuggling operations, and forged invoices that contradict the justifications and reasons that led to the increase in the exchange rate, as the sales of the Central Bank of Iraq amounted to more than (37) billion dollars in 2020 in Documentary credits formula, while the value of imported goods from the private sector registered in the Customs Authority amounted to (14) billion dollars, which means that there is a difference between the currency sold by the Central Bank and the corresponding foreign transfers.
Al-Salami continued,With reference to the Federal General Budget Law of the Republic of Iraq No. (23) for the year 2021, the two paragraphs (first) (fourth) of Article (16) of it required the automation of the customs system, import licenses and the collection of customs duties on the basis of what was sold of foreign currency through the currency sale window Documentary credits to importers of goods, a matter that the Governor of the Central Bank and the Minister of Finance did not abide by, and since the aforementioned act resulting from the difference in the amounts sold from the currency sale window from the imported goods constitutes a crime of intentional damage to public money and the citizen in accordance with Article (340) of the Penal Code Iraqi No. (111) for the year 1969, and since the Public Prosecution is entrusted with the protection of public money in accordance with Public Prosecution Law No. (11) for the year 2017, so we ask to move legal procedures for the financial waste that occurred in the foreign currency auction against both the Minister of Finance and the Governor of the Central Bank For the reasons mentioned above, and the lack of application of the laws in force, including the lawFederal general budget.
