Government directive to change the philosophy of the Ministry of Finance and end its role as a payroll distributor

The Prime Minister’s Advisor for Financial Affairs, Mazhar Muhammad Saleh, confirmed on Wednesday that Prime Minister Ali al-Zaidi had asked the Ministry of Finance to prepare a long-term plan and change its philosophy as a distributor of salaries, while noting that the Ministry of Finance is taking a major role in changing the philosophy of the economic system.
Saleh said in a press statement that “the Prime Minister’s assignment of the Minister of Finance, Ali al-Zaidi, to be his deputy in the presidency of the Ministerial Council for the Economy is consistent with the philosophy of the modern state and the philosophy of the new government, as the Ministry of Finance is not an ordinary ministry but a sovereign ministry that plans and builds the economic future of Iraq and provides a climate of partnership between the state and the private sector.”
He added that “the Ministerial Council for the Economy represents the kitchen of economic policies, and even fiscal policy gives its economic role along with other policies, as it must work within the kitchen of the smaller Council of Ministers.”
Saleh explained that “there is an institutional change towards the philosophy of the state, as the Ministry of Finance is taking the biggest role in changing the philosophy of the economic system and creating a partnership between the state and the market,” indicating that “Iraq will witness major changes, as the Prime Minister has asked the Ministry of Finance to prepare a long-term plan and for the Ministry of Finance to change its philosophy from a distributor of salaries and wages and a treasurer to a ministry that changes the philosophy and replaces the constants and variables of the economic situation during the Iraq 2035 vision.”
He pointed out that “what the Ministry of Finance plans and seeks to implement is implemented from within the Economic Ministerial Council, which, in the law and priorities of the exceptional circumstances that Iraq is going through, has become a wheel to confront the circumstances, and we seek to transform it from a wheel that confronts difficult circumstances to drawing up policies and implementing policies to change the structure of the Iraqi economy.”
He added that “the implementation is extensive and begins with the Financial Control Bureau and extends to key ministries such as industry and agriculture, as well as financial market oversight,” stressing that “the citizen is the primary goal of sustainable development, the prosperity of living standards, and the happiness of the Iraqi people.”
Saleh explained that “the Central Bank of Iraq enjoys independence and does not receive orders from the government in its work, but it coordinates through the Ministerial Council for the Economy, which is headed by the Minister of Finance,” noting that “there is a Council for Economic, Monetary and Financial Stability in which economic issues are presented, and all economic ministries are members of this council.”
