A government source revealed on Sunday the conditions set by the armed factions that announced their allegiance to the state, including placing weapons in special stores and not integrating them with the weapons of the security services, due to the absence of any official guarantees.
The source told Shafaq News Agency that “some factions that announced their desire to join the official Popular Mobilization Forces stipulated that special stores be designated for their weapons, separate from the weapons stores belonging to the ministries and security agencies, given that they affirmed their commitment to the disarmament decision in support of the current government, but they did not receive any guarantees against prosecution.”
He added: “Another reason is that the American forces have not yet withdrawn from all of Iraq, and according to the agreement, they are present until the end of this year.”
He added that “the factions that have expressed their desire to disarm need legislation to regulate their integration, their financial rights, and their internal and administrative system. It is hoped that special laws will be prepared for them to be presented to the Cabinet and referred to the House of Representatives for passage.”
The coordination framework authorized the Prime Minister to take whatever measures are necessary to preserve the higher interests, while supporting the project of restricting weapons to the state and severing the Popular Mobilization Forces’ ties from political, partisan, and social frameworks .
This path was reinforced by the Sadr movement’s announcement of the disassociation of the “Peace Brigades” from it and their integration into the state, along with calls for factions to join the government’s authority away from party affiliations .
Later, Asaib Ahl al-Haq and Kataib al-Imam Ali initiated organizational procedures that included forming committees to inventory personnel, weapons, and vehicles, in preparation for reorganization, linking with the Commander-in-Chief of the Armed Forces, and integrating affiliates into state institutions.
However, the file still faces reservations and internal opposition, as sources told Shafaq News Agency that there is a division within the framework forces regarding an American proposal based on establishing service and investment projects inside Iraq, implemented by American companies, in exchange for proceeding with the file of restricting weapons to the state and handing over weapons to the factions .
The opposition is most clearly expressed by the Hezbollah Brigades, which are holding on to their weapons and refuse to discuss the issue of disarming or surrendering them under American pressure. The Brigades have proposed a counter-approach based on buying the factions’ weapons instead of surrendering them or forcibly disarming them.
