Deputy Prime Ministers disrupt the coordination framework meeting and spark a dispute between Maliki and KhazaliShafaq News – Baghdad
On Tuesday, various sources within the coordination framework revealed details of the meeting held yesterday by the leaders of the Shiite House, which witnessed clashes between the State of Law Coalition led by Nouri al-Maliki and the Sadiqun Movement led by Qais al-Khazali, regarding the positions of deputy prime ministers.

A source told Shafaq News Agency that “the periodic meeting held by the Coordination Framework in the presence of Prime Minister Ali al-Zubaidi witnessed bickering and mutual recrimination between some of the main forces (al-Maliki and al-Khazali) due to the rejection of the deputy prime ministers project by the leader of the State of Law, which negatively affected the nature of the dialogue within the meeting.”

He added that “the disagreement did not prevent us from addressing files and issues on the table of the framework, including reviewing the latest developments in the work of the framework committee concerned with negotiating with armed factions on the organization and management of weapons, which indicated progress in the negotiations, albeit slow.”

He pointed out that “those gathered also discussed the issue of completing the cabinet after the suspension of the deputy prime minister project, which was agreed to have a value of 12 parliamentary seats. Therefore, there is talk about the need to redraw the distribution of the government cabinet by distributing the portfolios according to the new mechanism if the rejection of naming deputies to the prime minister continues.”

The source confirmed that “the meeting did not lead to any specific outcomes.”

On Monday evening, the Coordination Framework held its periodic meeting at the office of former Prime Minister Haider al-Abadi, and discussed a number of priority political and legislative files, according to a statement received by Shafaq News Agency.

The attendees discussed the Popular Mobilization Forces Law and the importance of completing its legislation in a way that regulates the work of the Authority and strengthens its role within state institutions, in addition to discussing a number of basic laws, most notably the Oil and Gas Law, the Federal Court Law and the Federal Council Law, in a way that contributes to completing the constitutional and institutional structure of the state.

Regarding the government formation process, the framework continued the ongoing dialogues, stressing the need to resolve the issue, and decided to proceed with naming the remaining ministers to complete the government formation and enable it to perform its duties.

The meeting also discussed organizing the internal work of the coordination framework, and emphasized the need to develop regulations and rules that govern the mechanisms of work and decision-making, in order to enhance institutionalization and unity of position.

Returning to private sources, another source told Shafaq News Agency that “influential parties within the coordination framework (the leader of the Badr Organization, Hadi al-Amiri, and the leader of the Hikma Movement, Ammar al-Hakim) or their representatives and others will hold a special meeting today, Tuesday, to end the state of tension and strain between the State of Law and the Sadiqun Movement, to calm things down and address the crisis that occurred between the two parties.”

The source confirmed that “according to the information, the meeting will be held this evening to calm the rhetoric and bickering, settle the dispute, and avoid harming the ministries affiliated with the State of Law Coalition .”

On Monday, an informed source revealed the postponement of the “quadrilateral” meeting between the Coordination Framework forces and the armed factions to discuss the process of restricting weapons, especially with the factions that refuse to hand over their weapons.

The source told Shafaq News Agency that the meeting scheduled for Sunday between the leader of the State of Law Coalition, Nouri al-Maliki, and the leaders of the four factions or their representatives, did not take place due to the absence of the al-Nujaba Movement.

He added that “the meeting has been postponed until further notice, and may be held after the withdrawal of US forces from the country.”

He added that “talk of integrating the four factions into the security institutions and reaching an agreement on this matter is incorrect, and all mechanisms related to restricting weapons and negotiations have been postponed until after September 30.”

This comes after sources revealed to Shafaq News Agency earlier this week that a preliminary agreement had been reached to hold a meeting that includes official government, military and security parties, along with leaders from the coordination framework, representatives of the Popular Mobilization Forces, and representatives of armed factions, to discuss the mechanism for restricting weapons to the state, before the deadline of September 30.

According to the sources, the meeting “does not mean reaching a final agreement on the mechanism for restricting weapons,” but rather comes within the framework of efforts to calm tensions and prevent any possible escalation, and to try to reach solutions and understandings regarding the process of restricting weapons.
