Economic expert Dr. Safwan Qusay explained how to achieve fairness in the distribution of oil export quotas among OPEC member countries.
Qusay told Al-Maalouma, “Iraq has the green light to produce 4.7 million barrels of oil per day, with one million barrels consumed domestically, and is permitted to export the remaining quantity.”
He added, “Fairness in the distribution of oil quotas within OPEC is linked to variables such as the proven reserves of producing countries, in addition to the population of each country. Therefore, given that Iraq’s population is 45 million and the total population of OPEC producing countries is estimated at 500 million, Iraq is permitted to produce, for example, 10 percent of its OPEC quota.”
He pointed out that “Iraq and some other countries in the region have the capacity to produce oil at reduced costs, which necessitates that OPEC review the quotas allocated to each oil-producing member country.”
