The financial advisor to the Prime Minister, Mazhar Muhammad Saleh, confirmed on Tuesday that the government is moving towards enacting a new law that regulates borrowing, grants, and sources of funding, while indicating that the salaries of employees are fully secured until the end of 2026.
Saleh told Al-Maalomah News Agency that “Iraq has sufficient mechanisms to finance basic financial obligations, but the 2027 budget will be the most difficult for the country, given the continued current financial pressures and the repercussions of the Strait of Hormuz crisis on the public treasury.”
He added that “the expected deficit in the next budget may be hypothetical, as the full implementation of operational spending will remain linked to the availability of funding sources,” noting that “investment projects and plans will remain suspended unless the Strait of Hormuz crisis ends and Iraq resumes exporting the full quantities of oil to ensure clarity of revenues.”
Saleh pointed out that “reform in public finances requires a shift to program and performance budgeting, meaning a shift from financing expenditures to financing results, so that public funds become a tool for measuring feasibility and economic impact, and not just figures in tables.”
