Al-Tamimi told Al-Maalouma, “The US sanctions against Iran are related to money, as it is not allowed to obtain dollars in exchange for exports, nor is it permissible for it to receive dollars from abroad.”

He added, “The Baghdad and Tehran agreement to grant oil in exchange for Iranian gas is called an in-kind exchange according to the Iraqi Civil Code, Articles 597-600 No. 40 of 1951, and the oil that goes to Iran will settle inside the country and will not be exported, but rather invested for internal use, in addition to that Iraq He did not get the dollar from Iran, and therefore it is not a violation of US sanctions.”

And he indicated that “America is obligated to help Iraq economically according to the 2008 agreement on strategic cooperation, as its Article No. 27 stipulates obligating America to help Iraq in times of crisis, one of which is electricity.”

He pointed out that “the agreement is deposited with the United Nations, and the words spoken by the Americans are political and not legal, as they seek to make Iraq dependent on it in the electricity file without searching for other solutions,” explaining that “Iraq did not violate the sanctions, especially as it acted on an international principle related to By barter in accordance with Security Council Resolution No. 986 of 1995, which allowed Iraq to export part of its oil in exchange for medicine and food.
