Al-Sharaa - The ministerial exchange is stronger than any attempt to break the quota systemThe political analyst Atheer al – Sharaa confirmed on Sunday that the quota system and political agreements continue to govern the formation of governments in Iraq, indicating that no future government will be able to transcend the prevailing political norms established after 2003.
Al-Sharaa told Al-Maalomah news agency, “The political custom that has become entrenched since 2003 and throughout successive governments is based on the principle of power-sharing and consensus among political forces.” He explained that “the formation of any government depends primarily on political balances and the size of the blocs that won seats in the elections.”
He added that “the current government, headed by Ali al-Zaidi, cannot break this custom because the political process is based on understandings between the major forces and blocs,” noting that “the executive authority stems from the legislative authority, which represents the will of the Iraqi voter within parliament.”
Al-Shara’a explained that “the blocs that win the most seats remain the most influential in forming governments and distributing ministerial posts,” emphasizing that “the so-called ‘ministerial exchange’ will persist as long as the political system is based on consensus and power-sharing among the various political components and forces.”
He pointed out that “no figure assuming the premiership can disregard the political will of the blocs or break the norms that have governed the political landscape since 2003,” considering that “talk of forming a government outside the current consensus framework remains unrealistic given the nature of the existing political system.”
