Former member of the Parliamentary Finance Committee, Abdul Hadi al-Saadawi, confirmed that it is impossible to increase the Kurdistan Region’s share of the budget beyond its allocated and specified portion in the Federal Budget Law.
Al-Saadawi told Al-Maalouma, “The Kurdistan Region has obligations that must be fulfilled regarding the delivery of its revenues in exchange for receiving its rightful share of the budget. No governorate or region can receive more than its allocated share at the expense of other governorates.”
He added, “Basra is considered the leading governorate in Iraq in terms of revenue contribution to the budget, yet it does not receive its due share, despite having demands regarding the budget.”
He explained that “the budget specifies each governorate’s share and entitlements, and it contains clauses that must be adhered to in order to guarantee that each governorate receives its allocated share as specified in the Federal Budget Law, in accordance with the obligations that the governorates or regions undertake towards Baghdad.”
