MP Mukhtar al-Moussawi confirmed on Friday that the adoption of the unified national identity card in any future election cycle faces two main obstacles, noting that the matter will become clearer in the coming months.
Al-Moussawi explained to Al-Maalouma that “the use of the unified national identity card in elections was not a sudden decision, but rather one that has been presented to the Independent High Electoral Commission (IHEC) more than once. However, proceeding with it in the next phase encounters two problems. The first relates to the extent to which the Ministry of Interior has completed issuing national identity cards to all those eligible to vote across the country’s governorates.”
He added that “the other problem concerns the possibility of adding an electronic feature to each card, and this matter is subject to the technical teams and coordination with the IHEC, in addition to the question of whether Iraqis abroad will be included in the elections, especially since most of them do not possess the unified national identity card.”
Al-Moussawi indicated that “the picture regarding the adoption of the unified national identity card in elections will become clearer in the coming months, and its use or non-use will depend on the nature of the IHEC’s response and the adopted technical and legal procedures.”
He pointed out that “what is most important to us in all circumstances is ensuring the transparency of the elections and preventing any influence on voters or alteration of their voting intentions, because transparency is crucial and will truly reflect the will of the voters.”
