On Monday, Salah al-Marawi, a member of the Azm Alliance, revealed a movement within the Iraqi Parliament aimed at impeaching Speaker Haibat al-Halbousi, citing his failure to manage the session granting confidence to the government.
Al-Marawi told Al-Maalouma that “dismissing al-Halbousi is one of the options being considered by the Azm Alliance in the coming period, in addition to other political forces supporting this course of action.”
He added that “the Speaker deliberately manipulated the order in which the ministries were presented and changed the format proposed by the Prime Minister. The sovereign ministries should have been presented first, followed by the security ministries, and then the service ministries, but this did not happen.”
Al-Marawi indicated that “the Speaker used a ‘your eye is your scale’ method in counting the votes of the MPs, in addition to what has been reported in the media regarding the participation of parliamentary staff in the voting process, raising their hands and counting them in an unusual manner that reveals serious manipulation.”
He added that “the session witnessed clear administrative confusion and weak performance on the part of the parliament’s leadership,” indicating that “the Federal Court will be approached to challenge some aspects of the session, and perhaps the entire session, an option adopted by other political forces in addition to the Azm Alliance.”
The session to grant confidence to Ali al-Zaidi’s government was marked by chaos and verbal clashes between a number of MPs and the Speaker of Parliament, stemming from objections to the mechanism for presenting the ministries and the changes made to the previously adopted procedures for submitting them for a vote. This prompted some blocs to boycott the session in protest against what they described as “manipulation of procedures,” while other blocs threatened to resort to legal challenges and continue objecting to the session’s outcomes.
