Zuhair al-Jalabi, a leader in the Coordination Framework, described Prime Minister Ali al-Zaidi’s letter and directive regarding the appointment of deputies without salaries or financial allowances as “ridiculous,” warning that this step represents a black hole that disables the mechanisms of constitutional oversight and accountability for those holding these positions.
Al-Jalabi told the Information Agency, “Creating and appointing sovereign positions outside the general budget and without official and precisely allocated financial resources complicates auditing and financial oversight processes.” He asked, “How can the Parliament or oversight bodies hold an official accountable for charges of wasting public funds or abusing influence within his office when, legally, he has no budget or official office structure?”
He added, “This proposal is extremely dangerous, as it creates a black hole in the financial and administrative oversight system and establishes a shield of immunity protecting officials from accountability and prosecution under the pretext that they are volunteers.” He stressed that “the administration of the state and its sovereign institutions is not managed through a system of volunteer work or circumvention procedures, but rather according to clear constitutional and legal frameworks subject to transparency and strict accountability.”
Earlier, Prime Minister Ali Faleh al-Zaidi addressed Parliament to convene a session to vote on his deputies and the vacant and newly created ministries, emphasizing that “his deputies will be without salaries, allowances, or new appointments to their offices.”
